BALTIC 21 SECTORS AND SPATIAL PLANNING

Energy Sector

Introduction

Denmark and Estonia were appointed lead parties for this sector. However, since 1999 the Baltic 21 Energy Sector work has been integrated in the Baltic Sea Region Energy Co-operation (BASREC), initiated by the Energy Ministers. Baltic 21 enjoys an observer status with BASREC. For more information concerning activities of the Eneregy Sector of the Baltic Sea Region, please visit the BASREC website.

The sector goal and actions have been developed by the sector, approved by the SOG  and included in the "An Agenda 21 for the Baltic Sea Region - Baltic 21" adopted by the CBSS Ministers for Foreign Affairs in 1998.

The Goal

The sector goal addresses different aspects of the overall goal, and indicates how the development of the sector should contribute to the objectives of the overall goal and to sustainable development in the Baltic Sea Region.

Sustainable energy development requires the process of:

  • Setting up goals for the energy sector as regards security of supply, carrying capacity of the environment, resource management, economy and safety;
  • Ensuring that decision-makers at all levels are inclined to pursue these goals;
  • Revising goals and incentives at need, according increased knowledge and proper monitoring of indicators.

Primary goals for 2030:

  • Basic energy services must be affordable to the whole population on the basis of modern technology;
  • Energy supply must not give rise to pollution exceeding critical loads or levels of acidification, eutrophication, tropospheric ozone and global climate change;
  • Elimination of hazards related to nuclear waste and nuclear energy production;
  • Maintaining long-term security of supply by resource management.

Secondary goals in order to fulfil the primary goals:

  • Energy savings;
  • Increased energy efficiency, including combined heat and power production;
  • Increased use of renewable energy sources and substitution of high-carbon fossil fuels by low-carbon fossil fuels.

Action Programme

The Agenda 21 for the Baltic Sea Region puts focus of the Energy Sector Action Programme on the following issues:

  • A set of institutional and technical measures to enhance co-operation and to ensure that the energy market of the Baltic Sea Region develops along a sustainable path. Important elements are ensuring an effective legal and economic framework, increased energy efficiency, and increased use of renewable energy sources.
