MONITORING SUSTAINABLE DEVELOPMENT
Introduction
The document "An Agenda 21 for the Baltic Sea Region", adopted by the CBSS Foreign Ministers in 1998 emphasises that it is important for the whole process that progress be reviewed regularly by the highest political level in the region. The same document states that the Prime Ministers of the Baltic Sea Region should receive a progress report, including a review of the progress of fulfilling the set-up goals, approximately every 5th year for consideration and for decision on any additional action needed. The review should be based on the agreed indicators and follow-up system. The Agenda 21 for the Baltic Sea Region also stresses that considerations of the progress by sector and environmental ministers should take place at ministerial meetings every 2nd or 3rd year, and may involve also the foreign ministers.
To date, Baltic 21 has performed two assessments of the progress towards sustainable development in the Baltic Sea Region and in the implementation of the Baltic 21 Action Programme. The first assessment was published in the year 2000 and covers the first two years of the implementation process. The most recent assessment was made in the 2004.

Baltic 21 Triennial Report 2006-2008: A decade of experience for the benefit of the future, is the latest in the series of Baltic 21 periodic reports which highlights the progress in and challenges to implementing Agenda 21 regionally during the years 2006 to 2008. It presents and assesses the course of sustainable development in the Baltic Sea Region, describes the activities of Baltic 21 both on project and policy level, and provides insight into the reform process initiated in 2008 and due to be completed by the end of 2009. The report was submitted for information to the 15th Ministerial session of the Council of the Baltic Sea States in Elsinore, Denmark on 3-4 June 2009. |

Based on these assessments, it provides a number of forward-looking policy recommendations and identifies emerging challenges of priority concern. It was submitted for information to the 6th Baltic Sea States Summit held in Reykjavik, Iceland on 7-8 June 2006. |

Five Years of Regional Progress Towards Sustainable Development (Baltic 21 Series 1/2004)
This report has been developed for submission to the Prime Ministers of the Baltic Sea States meeting at the 5th Baltic Sea States Summit on 21 June 2004 in Laulasmaa, Estonia. It delivers a concise assessment of sustainable development trends in the Baltic Sea Region and a review of the progress in the implementation of the Baltic 21 Action Programme. Annexed to this report is a new Baltic 21 mandate, which is a Baltic 21 response to the lessons learned during the first five years of the process and the new challenges. |

This is a comprehensive report made for display on the internet. It contains 110 indicators, including downloadable data and graphs. It describes the overall progress towards sustainable development in the Baltic Sea Region as well as the development within the Baltic 21 Sectors, Spatial Planning and selected Joint Actions. Progress reports from the Sectors are also included. Developed in mid-2003.
